New PHS financial conflict of interest regulations

Updated Public Health Service (PHS) financial conflict of interest regulations go into effect Aug. 24, 2012. The new regulations impact PHS-funded proposals and awards containing subawards.

Subrecipients (subcontractors) must comply with these regulations before the University of Minnesota can submit a proposal to PHS containing that entity as a subrecipient, or issue a new or modified subaward on a PHS-funded award.

SBIR or STTR Phase I projects are exempt, but the requirement applies to all other types of PHS-funded projects, including fellowships and training grants.

Subrecipients can demonstrate compliance in several ways. Visit the SPA website to access the requirements, business process and forms needed to meet the PHS regulation.
